RFO:
In the process of increasing our network diversity and capacity, we have been bringing new circuits and new 
networks in. 
Normally, these are quarantined for a period of time to ensure their stability before insertion into the 
production network.
A large network that successfully passed quarantine and other testing began to “flap” rapidly a short time 
after being released
as production traffic began flowing over one of these links. Some systems were degraded briefly. Customers may 
have been 
impacted for between 5m and 1h depending on their exact configuration – customers with multiple uplinks saw no 
impact or 
faster recoveries.
